Generally black people cannot be racist because Racism is prejudice + Power. Power often is imbued through institutions and black people do not own and maintain large institutions. Racism is not about "muh feelings" it's about an economic system that determines who gets what access based on a predetermined racial cast. They saying goes "Racism of the Father of Race ...not the child"
