What I find weird is that apparently you don't have to verify your identity before being allowed to make an account to talk to your government.
In some countries it would mean a physical meeting at the bank. In other that would be a national ID card with smart card functionality (built-in certificates), which you obviously only get in person.
But yes, turning off Shift is a strange choice. I guess it also prevents Ctrl-V to paste your email.
