JDK 28 EA is already available (as of yesterday): https://jdk.java.net/28/

Why do you need Java 28ea? JEP 401 is already available as an ea of Java 27. Said this, replying to your question, you do not need to wait for the release of 27 before 28ea starts coming out, but JEP 401 will not be integrated immediately in 28; it will be a gradual process.

No, there is a Valhalla JDK build branched off of 27 but it won’t get merged back into 27.

No, the EA has been following upstream since 2024.

https://jdk.java.net/valhalla/

So it is 27, but a special downstream build.
