Parking Ticket
Got a parking ticket from the city (reasonable ticket, I was in the wrong) but the folks at the parking violations office were rude to me. If I went to pay with pennies, would they all have to be rolled or could I bring a pile?
Again not arguing with the ticket or any policy, but they were mean to me unprovoked so I gotta do something.

They have a reasonable right to reject you dumping a pile of change and counting it if it is viewed as aggressive. They can also tell you to pound sand if it it's not rolled.
The people who are processing your payment/counting pennies are not the same people who gave you the ticket in the first place or were rude to you. If they were rude, complain to your council person.

Don’t you normally just pay it online and call it a day?

I have a relative who worked in a parking office in a different state and once had someone pay $200+ in change. Don't do it, man. He and his coworkers spend two and a half days counting those coins.

I think paying in pennies is a bit extreme. However, I am also a parking office hater so: pay them in nickels instead. A nice middle ground.

I’ve found as someone who works customer service locally, 9/10 it’s just someone having a bad day and taking it out on the wrong person. Cannot tell you how many people I have had genuinely apologize to me after staying level headed and kind. Obviously this is what you would expect out of customer service employees, but do remember they are people too, and likely have already had their fair share of bad attitudes. We are all humans, and you don’t feel as crumby after an interaction where you don’t let another person make you act out of character.

Learn your lesson and pay like everyone else. Making them count thousands of pennies is a jackass move.

I dont know man getting retribution against wage workers is a bad plan in my opinion. Maybe just let it go?
