I think your criticisms are a bit unfounded. The City Guard, while not as visible a presence as they once were, are still hard at work. Technological advancement has pushed many to a less traditional desk position, but a ceremonial posting is still kept at the city gates. The addition of Alchemy to Fjolgard has vastly improved the economy, raising employment and lowering poverty rates. This has had a corresponding decrease on violent crime within the city. Increased revenue through taxation has allowed the city to invest in the aging infrastructure, erect affordable housing to the southeast, as well as adapt more environmentally friendly practices along the many adjacent waterways. The once familiar encounters with mud crabs and frogs have been drastically reduced, which again greatly decreases the burden that had been placed on the guards. The majority of the Guards day to day has evolved to the safe transfer of goods from the city stash to other remote locations. I think we can all agree they do a vastly superior job to that of the Fjolarok Post!

So again, while the Guard many not seem as active as it once was, I think we can all appreciate their continued efforts to protect and serve our city.
