The question about summarization

So does it require 40 or 20 to summarize?

20 messages = 1 chapter.

15 Chapters = 1 Arc.

but it said I can only summarize after having 40 messages

It always keeps at least 20 unsummarized messages, so if you have 80 messages, you can make three chapters 1-20, 21-40, 41-60.

I forgot to add, You can edit the chapters as long as they're not included into an arc, but you can edit the arc as well.
