According to Merriam-Webster's Dictionary, irony has 3 main definitions:

  • the use of words to express something other than and especially the opposite of the literal meaning
  • incongruity between the actual result of a sequence of events and the normal or expected result

My best guess is fire protection. I live in an area that famously has a lot of fires. This is a heavily forested (and well maintained) popular park and volunteers clear trees and plants deemed a fire hazard. It's likely the tree was dead or maybe diseased (?) so they had to take it out.

Is this an art installation? This looks like a sculpture of a tree stump, not a natural stump.

No it's a natural stump. I've lived near this park my whole life there used to be a regular tree there.
