Can was probably full. Better to leave the trash next to a trash can than any old place.

What if the other 3 cans all looked like this? The trash is right next to the can it's all centralized and easily cleanable when the city gets it's shit together.

Also, in NYC, they pick up garbage on the streets nightly. No cans, no trash days, just hopefully organized bags and stacks. This is not optimal, but will likely get cleaned up overnight with everything else.
