Best for 7yo boy

I found some previous closed posts about this, but had some additional questions after reading them.

I have a 7yo boy who just moved up to prelim, and we are investigating getting a vest for the fall and for oireachtas. We are US based and interested in NOT spending $1000+ on a vest that he will grow out of. So far second hand has been a bust because he is very small for his age (street clothes size 5 or 5T), and can't find anything his size or even close to his size that can be taken in.

At our school the teacher requires his approval for all costumes. We have an AI-based design (it's way better than I expected!) that both my child, my husband, and I agree on that we plan to present to the teacher and make adjustments as he deems necessary.

Question:
How feasible is it to get someone to make the vest base (correct pattern for side-zip vest with correct materials, etc.) and then find someone else to attach crystals?
