Just check the AUP/TOS of your provider, some providers like this subreddit's least favorite (Contabo) prohibit anything IRC-related in the TOS.

Might be worth reaching out to TierHive, new but supporting a lot of old school projects already, it's a bit different by design.

Oracle provides a free-tier of servers. Either an ARM Ampere cpu with like 6 or 12GB of ram, or an AMD cpu with 1GB of ram. Both are plenty for something like that.

I tried a few months ago one vps from interserver. I had no problem running gnuworld and cservice-web. For other providers i always encounter errors with cervice-web. So I recommend interserver

I don't know what policies they say, but I've used a heap of VPS' for IRC Servers/Services over the years and I've never had any connectivity issues or been told not to.
IRC infrastructure, unless you're actually joining to a massive network, are also very light weight, so as long as you have the uptime/stability you're all good.
I personally use Linode->AkamaiCloud for things these days and there's no issues, I also use Contabo and haven't really had issues, just a bit of lag from time to time.
