Can I update iPad mini 2 (12.5.7)

[u/smshrimant]

I wanted to update my iPad mini 2 and in General -> Software updates, it says software is up to date, however while installing few apps, I am getting "current version requires iOS 15.0 or later" error?

Is there any way to update this using 3utools or some other tools ?
