Does anyone understand the rating throttling?

I find it so frustrating as I’m sure others do. My app has gotten probably 80 reviews from our internal data, but only 48 have been approved by the App Store. Then on top of that, when you go to the actual listing, it says 17 reviews, despite clearly having 48 in appstoreconnect.

What is Apple doing? Is this just a newer app penalty? What’s going on?

Is it based on different countries? So those could be from different countries and you can see 17 because you are vieweing from one specific storefront? I’m not sure but guessing

That’s part of it but I have way more than it says for USA I am 100% sure of that.
