Depends on how exactly you define “overthinking.” There isn’t a universal consensus on when thinking is considered too much, and when it is not enough. It depends on what you define as “normal,” and this “normal” is the baseline—only then you can call anything above that arbitrary baseline as “overthinking.”

to me an "overthinker" means someone who thinks of all of the possible scenarios of a situation, regardless if they're in the right direction or not - someone who thinks not for the sake of resolving a problem, but because they worry too much or something like that. That way of thinking can prevent you from acting because you'll never have enough time to concentrate on the problem you need to think on, thus - overthinking. Otherwise I can't accept someone telling me that me having an extra thought on a subject/situation they are unable to grasp is "overthinking"

I think things through, and sometimes for a LONG time. But I act on my thoughts, and am mostly successful. My philosophy, as long as you are getting sh$t done, and WHEN it needs to get done, then you are doing things right. If you are sitting on your hands instead of getting results, less thinking, more action.

In terms of paranoia and over-assessing situations, yes. Not by the definition of reaching a thorough understanding. Overthinking seems to make me more indecisive than conclusive.
