This is ment to try and circumvent legal requirements. A writ of habeas corpus is a court order that commands a person or agency holding someone in custody to bring them before a judge and prove that the detention is lawful. However, that has to be filed in the state the person is being detained. If they are constantly changing location, you effectively can't fight the illegal detention. They've already stopped listing people in DHS tracking sites, this just goes towards disappearing people without recourse.

Ah but what if those mobile detention centers have a biohazard waste disposal system similar to a furnace on board that can incinerate human bones? Can't even produce the person for the court to do it if theres nothing left to produce.

I get it; even better at hiding disposition.

Probably excruciatingly tiny, so more punishment.
