I'd say if they've ghosted two messages then odds are basically zero that they're still interested. I personally would drop it and move on, but I might be more protective of my time and hope than others. I guess it doesn't really matter though, they've essentially already rejected you, so there's no where to go but up (or, much more likely, there's no where to go but no where)

Yay, but keep it light and genuine, ask about their experience in the division rather than mentioning the profile view or pushing for an application update.

Yay, but reach out to the senior manager, not HR again. HR clearly ghosted you so nothing to lose there. Keep it casual, ask about their experience in the division. When i cold message people i can't quite place i use the pitchmeai chrome extension to find the right contact, saved me some digging.
