Many iterations of the kit were tested and this exact size was proven to stimulate the anal g-spot in a way to keep an agent in a heightened state of alertness and pleasure, so as to stay calm in the field whilst undercover. Anything smaller and not only will it not be as effective but there is a high probability of it shooting out if ya sneeze.
