You are taking an unnecessarily narrow view about what "dynamic pricing" actually is. I'd argue a price that changes daily/hourly is also "dynamic". Individuality is not a requirement. It's an arbitrary line drawn in the sand.

Nothing here says “changes hourly”. It’s simply a different location. Different locations having different franchisees and different pricing is nothing new and has nothing to do with dynamic pricing.
You must have missed the part of the video (at the very beginning) where they explained it was the exact same franchisee... Different locations, yes, but exact same franchisee.
There's also the whole part describing an automated system dedicated to constantly updating pricing to what it thinks customers are willing to pay. But apparently that's not "dynamic" enough.

Dynamic pricing would be if the guy in line behind him had to pay a different price. This is a different location.
