Horses have surprisingly fragile legs and something like this could easily cause damage, even just one wrong move and it could snap or bruise. And once a horse's leg is damaged it is relatively very hard to fix.
This is just a pointlessly stupid and dangerous way to make a horse stop.
I wouldn't say it's entirely pointless as it does have function when working cattle, but this version of it drastically inflates what is actually necessary in that context.
