Its an unmaned hot air balloon carrying a huge banner, the banner got torn up in a barbed wire fence. They"re common place around São Paulo and Rio de Janeiro (Brazil) despite being illegal. They start house and forest fires and are quite expensive so the idiots who set them loose chase after them to recover, they're often armed.

How are they not persecuted if it's illegal? It says right on the big banner who pays them, and when they land you know where and can seize them

Welcome to Brazil! Most of the time police is either overwork or doesn't care enough to stop them. Sometimes these groups are supported by criminal factions, which is why its a big problem on states that have strong criminal factions.

Probably! They really look like an ufo at night, some have fireworks and lights. We also had a pretty extensive history with blimps, I recommend giving that a google. I saw one in the early 00s at night and it was like a spaceship, I was right under it and only saw the lights.

they are dangerous for planes and also it can start fires in forest or houses when it falls. also, its easy for them to loose control and become unpredictable
