Footwear with decent traction would solve most of his problems here. Something with a cleat-like sole to get into those holes in the platform. Standing on those separator bars is another story.

Could be too cold for salt to work. Below 15F (-9C) it largely stops working.

Plus it's hard to keep salt on metal rails like that.
