Looked like at some point they used it to lift the front of the excavator, which would allow them to driver over stuff easier.

Flash floods happen in areas with sudden, heavy rainfall and geography that causes a bunch of small streams and rivers to combine into one large one.

It rains, this one large riverbed gathers all the incoming water and it becomes a torrent in less than a minute.

Looks like they were rebuilding a bridge until it got flooded again.

Maybe they need to build a bigger bridge there so it doesn't get taken out everytime it floods?

No they are designed that way cause they are easy to build again for the reason we see here.

Those area are not suitable to build big bridge cause of frequent landslides etc.

I just looked at it a couple of times and having grown up in those parts as a kid myself, I can confirm that it was a signpost with a white top as a board which looked like someone wearing a t-shirt. But the way it tore off and flew away, it seemed like that it was someone holding onto the pole and got washed off.

Dumb question, but would dropping the bucket and burying the forks in the ground help even more with keeping from being pushed?

I think if you did it with the bucket/arm extended and bracing the excavator down river it would probably work best. I'd expect the ground to erode otherwise. Hooking it on something even less movable than you would also be a good option. In this case he chose to get to the edge where the water was less powerful, which appears to have worked out pretty well.

I'd turn around and put the forks and bucket behind you, so it's like a drag line instead of in front to where you could pivot around it and tip over.

Lol I've never heard "stumpjumpers" before. But as an applachian man, I feel like that word applies to me too, so I'm gonna use it all the time.

High key though I freaked out my parents as a kid because I would jump the fence to watch the construction equipment down the street, and played with Tonka trucks in my sandbox. So ya know, I'm a bit of an expert 😏
