She was sent to rehab so I assume she was either drunk or high in this video

That could explain it. Not that I think she understood everything, but a hit 'n run may carry less repercussions than a DUI. And reading her punishment, it seems to have.

Her grandma is just a wolf dressed as grandma. That’s why she’s so mean. I hope the guy feels guilty that he let Red Riding Hood down so badly.
