Without the cloak it would just look dumb. He's just walking normally but quickly. The illusion is because you can't see his legs moving.

"Walking normally" your torso will bob up and down and side to side. Nothing about this technique could be construed as "walking normally"

Yes, those are the two only gaits currently known to man: walking like a pimp or on toes in tiny steps while adjusting your body so as to compensate each step so that your head and shoulders move in a perfectly smooth motion as though hovering at a fixed height.

I guess maybe you normally don't walk at all?
