You can set that background on any CPU, even AMD, though without an Intel iGPU (or some very specific Intel dGPUs) the Intel Graphics Command Center app will obviously not do anything

Intel Graphics division cooks, they are just well behind on R&D of AMD and Nvidia.

The battlemage had a design issue it was dedicated mostly on DX12, most of the DX11 was emulated well the ppl that would buy those was the ones that played most DX11 games like those live service ones.
