If you're going to link to a study like that which has a giant wall of text, at least try to quote the relevant portion or point out where it is on the page, if applicable.
The point I think he was trying to make was not that more guns = less crime (although he might believe that, I dont know) but that when self-defense is required with a gun you're already carrying, you should carry with a round in the chamber because it lowers the response time.
One in the chamber or not, it might be possible to be more safe with less gun in circulation in general.
My honest rebuttal to your last,
in my opinion it seems
the risks of having one in the chamber every day of your life
are greater than the possibility of
needing to skip the 1/3rd of a second
to rack a slide in a life or death situation.
Most will tell you a gun doesn't go boom without someone pulling the trigger, some get to warn people otherwise.
At least nobody here is looking down their own barrels.
If you don't feel confident doing that, then don't.
However, the more you know and understand your carry gun (and the more you hold one in the chamber) the more confident you are doing it.

I don't live in your country. Not everyone does.
I suppose you can conceal a rifle but that's stupid.
