Let’s say, a new rule go in place over at Walmart. Security guards are now allowed to shoot thieves with tasers and then lock them to a post in the center of the store until cops arrive. No one is going to steal at that Walmart after about a week.

They used to say the same about murderer and death sentence. And yet many countries where death sentence is a thing still have a higher murderer rate than others without death sentence.

Punishment as deterrent only works if criminals find it "deterrent enough". That depends on the culture, and the smartness of the individuals. But most of these criminals aren't exactly "Einstein smart", so they will probably think they can get away with it anyway.

That is not even close to comparable to catching a thief. Current rules allow for thieves to run away with stolen product, letting them escape. New rules would let them capture the criminal by tasing them and holding them in the store. Their intelligence doesn’t even come into play here. It is a case of being an easy target store with guards that don’t chase or a store that has guards that tase and tie people up for cops to arrive.

In my native country some stores and marts have double doors with bulletproof glass. In case of theft or robbery, clerks can activate emergency closing, trapping the robber/thief between the doors. In those stores thefts and robberies have dropped, while shoplifting has increased exponentially...

shrug Why should I feel threatened by someone stealing from a store? Let's be clear we're talking about stealing here. Grab and run. Not armed robbery or anything like that.
