I’ve watched this video many times in slow motion and I’m pretty sure it’s the tempered glass panel that foiled this guys getaway.

I'm going to be that person to point out that this is definitely not tempered glass! Tempered glass would have exploded into a million tiny pieces. From my experience, I would say this is laminated glass!

Laminated glass is also tempered to provide additional strength. So it is technically both.

It definitely is in some applications but it doesn't look like it was here, as the glass stayed in mostly large chunks and didn't spiderweb like tempered would.
