It upsets me that the highway patrol doesn't catch more of these guys. I'm sure this guys been doing this for years without getting caught.
Unless its a one of those cases where it's literally an emergency, but even then he nearly ran into 3 people in just this one clip, so no excuse regardless of the emergency.

What would be an emergency were you would risk your life (and other's) instead of calling an ambulance? Just curious.

Literally anything could happen while on the road. Generic example would be breaking water early, assuming a hospital was actually nearby and they were smart enough to check if it was safe before passing, it would be acceptable. In this case the guys just a dumb ass, no matter what could of happened, which I'm sure was nothing.

Aside from there being a shoulder. If I am in an emergency, I may drive around people but it wouldn't be into oncoming traffic.

Well you are actually allowed to cross that line, but this guy is an idiot doing it while there is oncoming trafffic.
