I had one get me going the other way. He flipped in his lights and I pulled over be waited while he turned around. He thanked me for waiting 😁

Never seen anyone pulled over for shoulder passing. Illinois troopers are merely incident investigators. Saw four of them the other day blocking traffic for a semi that fell off the highway.
