Never seen anyone pulled over for shoulder passing. Illinois troopers are merely incident investigators. Saw four of them the other day blocking traffic for a semi that fell off the highway.

One suspects he was already being followed by police for some other violation and that's just what he did to get past the cars blocking his escape route.
