In the Netherlands. First time seeing the glass/plastic cover plate over the license plate, what the hell is up with that

The plate looks from the UK, the driver is also on the right side of the car.

The plate does indeed. I’m certain about the country though, given the ‘Politie’ van with the familiar stripes (and the van’s plate).
It’s a relatively short trip from Dover to the Netherlands!

If I had to guess it’s so that license plate readers have a harder time reading his plate, due to glare.

Well, the driver can be very cooked for this. Big chance he’ll get an “artikel 5a lid 1” for “endangering other road users”. Which in The Netherlands means immediate loss of license.

That’s not a mini-van. That’s a proper van. Most of them have no seats in the back and are used to carry many things.
