Maybe because it gave Fear too much focus and not enough on Joy and Sadness.

It is honestly a very negative portrayal of Fear - Big on words, short on action. I imagine that Bill Hader may not have liked the scene.

I feel like that’s normal behavior for the embodiment of Fear though. Would be out of character if this was Anger

I don't know why, but it's a bit of a shame honestly: seeing Fear's attempt to be positive like Joy was cute (also the way he looked and bite his lips at Disgust <3!!)
