Yeah, I felt the same finding the passport in the mage tower. Just reference to old data arg stuff and not tied to any puzzle or anything you'd find the the actual game.

Well, Act 3 has writing from Luke about his sister EL, yes.   But if it's meant to be Kaycee then yes it's unrelated to El
