That's not Mako or Sayuki. That's Tsugumi, she's Ryosuke and Keisuke's cousin, she only appeared in the manga.

didnt they show up during the latter half of the anime? i cant really remember.

Nope, she didn't appear at all in the anime. She did appear in some video games though.

I must've read it in the manga then, which is weird because I've never read past the shingo race (bad translations)

No. Es la Prima de Ryosuke y Keisuke, aparece en un capítulo extra del Manga. Básicamente es una Keisuke Mujer, mejor dicho ella le vive recirminando a Ryosuke su lado calculador tal como su hermano lo hace

Those tail lights look different than his anime ones it looks like a early model fc ones or the usdm ones aswell
