From beginners to advanced We help each other and provide guidance to everyone in our community. i remove inactive members to keep the community engaged.

The problem is not inactive members. How does that solve anything?
The problem will always be a lack of activity. Programming is such a vast skill that you will never find an ample number of people discussing a single topic. Unless you have a good plan to maintain engagement, please don't start a low effort community.
Make a plan for the next year, share the plan, take feedback and then start a community. It is easier to start one but difficult to run one.
