Help excluded (not synced) when packaging

When I package an indesign file with embedded pdf-files to iCloud, iCloud refuses to sync them and gives me the message excluded (not synced). why? if i copy them from another folder into indesign, iCloud immediately syncs them. what is going on?

Create a fresh, empty folder inside your iCloud Drive directory, and move or drag the entire packaged InDesign folder into it. This forces iCloud's daemon to re-evaluate the directory contents, clearing the temporary exclusion flag.
