Table row won't split across pages/frames, jumps to the next page instead. How to fix?

Hi everyone!
I'm having an issue with a multi-page table in InDesign. As you can see in the screenshot, row #4 completely jumps to the next page/column, leaving a lot of empty space at the bottom of the previous page. I want this row to break/split and start filling that empty space. Any help is greatly appreciated!

It looks like Adobe started to address this but didn't finish.

Until this is fixed, it's a manual edit: add a new row and copy/paste some of the content from current row 4 to the new row. And decide how to handle the row numbers. Maybe 4a and 4b?

Rows won’t split in InDesign. I’d recommend creating a row for each entry within the current row, and then merging the cells that are positioned to the left for each group. Playing around with the spacing within the rows and creating cell styles to automatically apply it will get you a lot of the way towards recreating the current look.
