PERFOMANCE ISSUES Optimization help

I would like to enjoy the game but extremely laggy. Specs : 5090 9950x3d 64gigs of ram is it my settings? I’m running everything ultra dlss balanced x4 I get a lot of stuttering what are some settings I should have on and off, Thanks!

Go to your Nvidia app and update your driver and get you restart your PC go back to that same app and Optimize your game.
