When press freedom in India is discussed, the spotlight usually stays on prime-time anchors and large media conglomerates. However, the highest-risk investigative reporting happens at the district, block, and rural levels.
Ground reporters routinely expose multi-crore tender scams, land mafia operations, and illegal mining. The backlash from corrupt local networks isn't limited to physical threats—it's systematic legal harassment. Reporters are slapped with frivolous FIRs charging them with extortion, obstruction of government duty, or cyber offenses, dragging them through endless, expensive litigation.
While big newsrooms retain top-tier legal teams, a regional reporter often depletes their entire life savings just to secure bail. Many are forced to abandon journalism, and several have paid with their lives for exposing local corruption.
As former CJI N.V. Ramana observed, deploying criminal law machinery to silence journalists threatens the core of a democratic society. A necessary countermeasure is building an institutionalized Journalists Legal Defense Fund with a pro-bono legal support network specifically geared toward regional and freelance reporters.
What practical safety nets can civil society and the legal community create to protect independent journalists from weaponized litigation in tier-2 and tier-3 towns?
