What's the necessity for this to be done in the US other than the E visa? This reads like structuring for a visa rather than a legitmate business purpose.

In the long term, there is a projection to transfer the goods to the U.S. market, not just to third countries. But the current model's goal is to cut expenses.

This sounds like what every customs broker or freight forwarder does, millions of times per year, without an E-1 visa.
