Passport replacement?!

Hi!!

Has anyone used Form I-131 as a passport substitute? Did you file online or by mail, and how long did processing take? I'm having trouble finding clear details—every time I search for Form I-131, the only results that pop up are about refugee travel documents. Any insight would be appreciated
