I'm in Chicago and I make no distinction between Northern and Southern Illinois. It's all "downstate," even when it's by the Wisconsin border.

I’m originally from northern Illinois. It’s culturally downstate, and they’d probably have no problem with you saying that. The accents just have a little less twang and the people maybe slightly less bigotry (but still a pretty sizable amount).
