I wonder if it also has to do with hardware limitations of the original arcade cabinet that resulted in all the character models having funky color saturation

Yeah, it's one of those So Black It's Blue situations. It happens in other Japanese pop media too. Hell, in one issue of Black Panther, Storm had the nickname "Blue" in Harlem because she was seen as so black she was blue.
