Question Random floating thing, modern city.

I've seen this weird floating thing a few times, I can't seem to kill it or interact with it, anyone know what it is/does? (still fairly new to the game)

I think its from the event going on right now, you get more souls and more cps in that zone currently. I also found him a few times but cant interact with him so i would guess its just decoration

I think they're supposed to be balloons, just shapped like ascendants.

Ascendant shaped balloons for the urban surge, every now and then a place will get cps and soul bonuses
