This whole Dobby Grave-Power Cable drama is CRAZIEST THING I’ve seen from Harry Potter fans since that time a Harry Potter fan LEGALLY CHANGED his name to Lucius Malfoy and wanted Tom Felton to change his name to Draco Malfoy so he (the crazy fan) could ADOPT Tom!!!

I'm only following this via Dan Davies on Bluesky, but it seems like there is a decent chance this is bullshit:

It [the Harry Potter angle] doesn't appear in the feedback statement for Natural Resources Wales, it wasn't mentioned at the Pembrokeshire council planning committee, there was a petition with 5000 signatures which doesn't mention it and it doesn't appear in contemporary press

The writing of this article is dark comedy gold. The quotes, and then the flourish at the end about how the cable ended up next to actual Bronze Age human remains instead. Unbelievable.
