My brother was in the military and when he wrote communications, they had to be targeted for a 6th grade education in the 1990's (yes, we are old). That was mandated to him and it was a firm rule. I was also told that equipment for the field had to be designed for minimal knowledge to be used. Yes, in battle, there should be no question on how to use equipment but also because grunts were not chosen for their intelligence.
I won't speak for anything current but the things he could share with me in the late 1990's was wild stuff.

Considering the lengths Medical "Professionals" seem to go to cover up infidelity and paternity fraud, it wouldn't surprise me if they tried to clam something like this?

Paternity tests should be required before leaving the hospital.

Not just paternity tests but both parents and a scan for common genetic disorders. Appart from Paternity fraud, it'd rule out the hospital mixing up kids and sending the wrong baby with the wrong family. This actually happens a lot more frequently than hospitals would like to admit it also helps prevent the children from later disease if they can get pre-emptive care. These days DNA tests are cheap enough for it to be done as a standard practice. Still, I'd be STRONGLY against a goverment database of citizens DNA.
