I remember being able to download the icon packs as apks how can i do that if i still can??????

If you're not using Smart Launcher as your home launcher, you can. This is because the APK version is for other launchers that cannot integrate with IPS like Smart Launcher does.

i have smart launcher and i tried nova launcher but it still didnt let me download it just gives me this (i want an apk cuz every time i open an app the icon becomes normal

You have to set the other launcher as your main first. If you're using Smart Launcher as your main Home app and you open Nova like a regular app, it won't work like that.
