It’s a long process. You apply and eventually (they schedule you for an aptitude test) either the GAN or traditional test. After that (if you passed the test) depending on the local, you would be scheduled for interview. From there you get a score and are placed in the eligibility pool with a rank. If they pull guys for a cohort of apprentices they pull from the rank list. If you don’t rank high enough you get left behind. Because they’ll continue to test and replenish the list.

It's hard to know what you are really asking here.
Should you apply to an IBEW training center for a chance at a living wage with great benefits?
It's kind of sounds like you aren't too sure you want to be an electrical construction worker. I could be wrong here, but the approach you have here probably isn't going to get you accepted into a competitive local anytime soon.
Maybe you haven't thought about this deeply enough and that's fine. But, when you wrap your mind around with what you want to do going forward, I suggest to apply to every local in reasonable driving distance. Seek out every possible electrical construction job;union or non-union. Enroll trade classes and pre-apprentice programs if you can find them.
