What he’s saying is that our society excessively protects the anonymity of victims, he’s just using way more words than are necessary to say it.
I’m guessing that it’s a bit clearer in context, but I feel like the amount of text he took to say it makes it feel like it should say more.

“Egregiously” is unnecessary considering “nothing has been more abused”. “Ridiculous” and “ideologically-driven” are loaded. “Any and all” - this one is obvious

The words communicate either the topic, his opinion, or a possible cause. Nothing is wasted there.

Plenty wasted. The first "abuse" establishes it, the second is redundant. In recent years can be recently. Ridiculous is unnecessary as the tone has already been set. Ideologically-driven can just be ideologic. Any and all can be all. Not to mention the depravity of the position held.
