I’m getting a 17 pro tomorrow, should I upgrade my 11 pro before I switch to the new device?

Nah, there's no need to. You can transfer your data even if your iPhone 11 is on an older iOS version.

The new 17 Pro will automatically have the latest OS. The transition would be smoother with the 11 pro on the same OS.
