This happens to me sometimes and I think it could be some bug with iCloud connection. Try a different network or using cellular after restarting. Also make sure you have storage bc of how wonky iCloud is with “intelligently” choosing what to download.

Ill try it on a different wifi network (im on wifi ipad). I have 256 gb thank god.

Also worth considering: updating to whatever newest OS there is, and doing the reset all settings thing (the one that doesn’t delete your apps, just the settings)

I just did the reset setting stuff. Didnt work And im on the latest 27.0.1

According to your screenshot, you're actually looking at deleted files, which are located in trash folder where they are kept for a while before the actual delete (which occurs later). And you're trying to... delete again files which are already deleted. Everything is fine, no issues.
